Project Manager

- Minimum 5 years’ experience and a demonstrated ability to manage a fuels service program for aviation

- Minimum 3 years’ experience at a management level and contract administration

- In-depth knowledge of all hot/warm/cold refuel operations and regulations to support military helicopter flight training at base and stagefields

- Demonstrated ability to manage Department of Transportation and Federal Motor Carrier Regulation Programs

- Experience in logistics supply and services, and safety procedures associated with fuels service operations

- Experienced with military contract administration

- Experience relevant to the facilities and Government-Furnished Equipment (GFE)

- In-depth knowledge of the Fuels Automated System (FAS) and Fuels Manager Defense (FMD)

- Proficient with Microsoft Office software

 

Alternate Project Manager (Operations)

- Minimum 2 years supervisory experience gained in fuel servicing operations with an emphasis on maintenance and QA

- Experienced in all hot/warm/cold refuel operations and regulations to support military aircraft flight training

- Experience in accounting procedures and maintaining detailed fuel accountability programs

- Proficient with vehicle fleet management and personnel staffing and associated regulations

- Knowledge of the FAS and FMD

- Proficient with Microsoft Office software

- Knowledge of DOT/Federal Motor Carrier Regulations

- Demonstrated ability to identify refueling/defueling/fuel bulk storage facility discrepancies

 

 

Safety Manager

 

- Two years experience as a petroleum safety technician or possess a degree in safety management from an accredited institution.

- Experienced in conducting a comprehensive fuels safety program

- Experienced in performing inspections of operations verifying compliance with procedures/checklists/ regulations

- Knowledge of proper Refuel/Defuel methods, techniques, and procedures

 

 

  • On-Site Management Program Manager/Alternate Program Manager/Safety Manager. The contractor shall provide an on-site Program Manager/Alternate Program Manager/Safety Manager authorized to act for the contractor (to include authority to sign all contract modifications and any other correspondence to the Government) and be physically present during the operating hours of 7:30 AM - 4:15 PM (local time). These individuals shall be responsible for the overall management and coordination of this contract and shall act as the central point of contact with the Government. The Program Manager/Alternate Program Manager and Safety Manager or a designated representative shall be available by phone after normal operating hours to direct contractor performance in response to emergencies or events that could impact service.
  • Safety Manager/Safety Program. The contractor shall establish and maintain a comprehensive safety program for the prevention of accidents involving personnel, equipment, and property and shall employ an on-site safety manager to direct this program. This safety program manager shall have, as a minimum, two (2) years’ experience as a petroleum safety technician or possess a degree in safety management from an accredited institution. The Safety Program Manager shall be physically present during the operating hours of 7:30 AM – 4:15 PM (local time), Monday-Friday, and be authorized to act for the contractor on any matters pertaining to safety. The Safety Program Manager is a key position. Due to the importance of this role, the Safety Program Manager shall have no other assigned duties
