Fuel Distribution System Mechanic (FDSM) - Pensacola FL

T Square Logistics Service Corporation is seeking to hire a Fuel Distribution System Mechanic (FDSM) for our NAS Pensacola, Florida contract. The FDSM shall have specialized experience supervising and performing liquid fuels maintenance on the various types of fuel systems ranging from ground product service stations to large bulk distribution facilities that are included in this contract; including cathodic protection systems, leak detection systems, automated tank gauging systems, high/low level alarms, and knowledge of DoD fuels management instructions and procedures as they apply to the required maintenance and repair of bulk and retail fuels terminals, systems, components, and equipment. Position starts 1 Dec 2017.

RESPONSIBILITIES:

• Maintains and repairs fuel storage and distribution systems; inspects fuel receiving, storage, and distribution facilities to detect and correct leakage, corrosion, faulty fittings, and malfunction of mechanical units, meters, and gauges, (such as distribution lines, float gauges, piping valves, pumps, and roof sumps.

• Inspects electrical wiring, switches, and controls for a safe operating condition, grounding, and adjustment, lubricates and repacks valves; lubricates pumps, replaces gaskets, seals and corrects pumping equipment misalignment, and cleans strainers and filters.

• Services water separators, checks meters for correct delivery and calibration (perform meter or gauge calibrations as needed

• Perform operator and preventive maintenance task.

• Required to detect/recognize system component malfunctions, misalignments, leaks, and adjustment issues and performing scheduled and unscheduled fuel system maintenance.

• Tracking, and Performing, scheduled and unscheduled inspections, and maintenance from Daily, Weekly, and Monthly, to include inspections of Strainers, Cathodic Protection, Valve Pits, Tanks, Pressure Gauges, Pressure Relief Valves, Filter Vessels, DP’s, Fill Stand Nozzles (repair), Corrosion Control, Cycling of all Valves, Piping and Tank product identification stenciling.

• Eyes and ears for all maintenance actions and manage inputs into our Computerized Maintenance Management System; provide direct ownership and oversight of all maintenance actions.

The FDSM will monitor and track all types of Scheduled and Unscheduled Maintenance, Inspections, Calibrations, Testing of Hoses, and Underground Piping that is performed by other Contractors, sub-contractors, Quarterly maintenance and above, and documenting the results into a Computerized Maintenance Program, report all discrepancies, pending maintenance actions, uncompleted maintenance and completed maintenance to the Terminal Manager and Government QAR.

Must be able to lift 50 pounds, have a valid driver’s license, work in all types of weather, pass a drug screening, and a Government Background Investigation. Required Job Qualifications:

HS Diploma or Equivalent

Able to demonstrate at least 5 years of experience in the maintenance of aviation fuel systems and military bulk fuel systems or successful completion of a military bulk fuel system mechanic course.

POSITION SUMMARY:
The primary objective of the FDSM is to provide performance-based maintenance, inspections, repairs, emergency response actions, and construction services for federally funded petroleum facilities and military installations under the Defense Logistics Agency (DLA) Energy, Department of Defense (DOD) Activities, and other Federal Activities.

DUTIES AND RESPONSIBILITIES:

The FDSM will be responsible for properly maintaining and repairing federally funded petroleum systems and other facilities located at the Garrisons and military installations in order to provide compliance with code, criteria, and regulations. Petroleum system means an underground or aboveground storage tank, connected piping, ancillary equipment and appurtenances, and containment system, if any. The FDSM shall be required to maintain petroleum systems, equipment, and accessories to operate reliably and satisfactorily. Preventive maintenance tasks are defined as recurrent, periodic or scheduled work to preserve a facility by preventing its deterioration. Minor and Emergency Repair services will also be required under this arrangement and defined as the restoration of a real property to such a condition that it may effectively be utilized for its designated purpose by overhaul, reprocessing or replacement of constituent parts or materials that have deteriorated by action or elements or usage and that have not been corrected through maintenance. Periodic testing of systems/components, generally on a quarterly basis, is included within the DLA-E definitions of maintenance and repair. Other repair may be ordered by the installations for non-petroleum systems such as for separators, piping, tanks, sewers, storm drains, or requirements to meet compliance with applicable laws and regulations.

· L3 Leadership training, such as an NCOA Academy graduate

Project Manager

- Minimum 5 years’ experience and a demonstrated ability to manage a fuels service program for aviation

- Knowledge of proper Refuel/Defuel methods, techniques, and procedures

 

 

  • On-Site Management Program Manager/Alternate Program Manager/Safety Manager. The contractor shall provide an on-site Program Manager/Alternate Program Manager/Safety Manager authorized to act for the contractor (to include authority to sign all contract modifications and any other correspondence to the Government) and be physically present during the operating hours of 7:30 AM - 4:15 PM (local time). These individuals shall be responsible for the overall management and coordination of this contract and shall act as the central point of contact with the Government. The Program Manager/Alternate Program Manager and Safety Manager or a designated representative shall be available by phone after normal operating hours to direct contractor performance in response to emergencies or events that could impact service.
  • Safety Manager/Safety Program. The contractor shall establish and maintain a comprehensive safety program for the prevention of accidents involving personnel, equipment, and property and shall employ an on-site safety manager to direct this program. This safety program manager shall have, as a minimum, two (2) years’ experience as a petroleum safety technician or possess a degree in safety management from an accredited institution. The Safety Program Manager shall be physically present during the operating hours of 7:30 AM – 4:15 PM (local time), Monday-Friday, and be authorized to act for the contractor on any matters pertaining to safety. The Safety Program Manager is a key position. Due to the importance of this role, the Safety Program Manager shall have no other assigned duties


 

Fuels Terminal Manager - FL


Tanaq Government Services (TGS) is accepting applications for a Fuels Terminal Manager to work on Patrick AFB, Satellite Beach Florida.

Purpose and Scope:
The Terminal Manager ( TM ) will be responsible for meeting Contractor’s work requirements, including scheduling of personnel, work supervision, and quality control. 

Essential Responsibilities:

  • ·         Provides direction and leadership to assigned personnel. 
  • ·         To ensure on-site management of PWS requirements
  • ·         Manages and coordinates research and investigations into business problems. 
  • ·         Provides guidance and assistance relative to operating problems and the contract. 
  • ·         Direct point of contact between the DLA COR and Tanaq Government Services. 
  • ·         Performs all other position related duties as assigned or requested.
  • ·         In-depth knowledge of all USAF, DLA and accepted Industry regulations governing Fuel Management and Alongside Aircraft Refueling operations

Work Environment, Physical Demands, and Mental Demands:
Typical office/supervisory environment with no unusual hazards, occasional lifting to 75 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.

  • ·         Must possess significant, specialized commercial or military experience in fuel terminal operations and maintenance performing and supervising tasks equivalent to an AF Fuels Management seven-skill level(2F071) or above personnel or similar commercial/military standard. This experience shall include receiving, storing, issuing, and shipping petroleum products via tank truck as appropriate to the Air Force installations mode of receipt capability and maintenance and repair of bulk petroleum storage terminals, systems, and equipment.
  • ·         Candidate must have broad experience of fuels functions such as operations, accounting, and laboratory and shall have attended the Fuels Terminal Manager/Responsible Officer Course (prior to being selected for the position).
  • ·         Must have documented specialized supervisory experience in fuel terminal operations with an emphasis in terminal maintenance, operations, and environmental compliance must be predominant.
  • ·         Must have ten years of experience working in Fuels is required; five years in base level general fuels, and five years in a fuels managerial capacity.
  • ·         Computer skills are essential with proficiency in a full range of Microsoft Office products and should be capable of preparing management level reports and presentations. 
  • ·         Position may require travel. 5%-10%
  • ·         The position does require the ability to pass and maintain a Security Clearance. 

Preferred Qualifications 

  • ·         Knowledge of the theory and fundamentals of operating budget preparation; knowledge of logistics planning; principles of inventory control; freight transportation; and statistical methods and procedures.
  • ·         Possess a valid state CDL Driver’s License Class B with a hazardous endorsement.
