Terminal Manager

The Terminal Manager shall have experience in bulk fuel storage and distribution/facilities, mobile (aviation and ground) fuel servicing equipment, direct aviation fuel servicing equipment, quality surveillance of aviation and ground fuel products, aviation and ground fuel inventory, accounting and administration. Practical experience in the basic design and layout of petroleum facilities, component makeup and flow characteristics of storage piping systems, and the ability to read and understand basic drawings, blueprints, and system specifications is also required. The Terminal manager shall have recent previous supervisory experience in aircraft refueling operations. Two years of that experience shall have been supervisory gained within the five years immediately prior to the contract start date. That experience shall have been supervisory training in bulk storage and aircraft fuel servicing operations with an emphasis in equipment inspection, operation, maintenance, inventory management, and environmental compliance. The Terminal Manager should also be experienced in all quality surveillance testing with a working knowledge of MIL-STD- 3004C requirements. The Terminal Manager should be experienced in the requirements of NAVAIR 00-80T-109 as well as all of the accounting and inventory requirements of DoD 4140.25M.

Summary

 

 

 

The Fuels Operations Manager is responsible for working closely with the Fuels Flight Manager regarding fuels site operations, and maintaining the fuels distribution systems and facilities. This position is responsible for contractual oversight, administration, fuel inventory and interfacing with the customer. Supervises the fuels personnel and provides training, operating instructions and checklists as deemed necessary.

 

 

 

Duties/Responsibilities:

 

 

  •  

    Able to perform all duties and functions as directed by AFI 23-201, and all applicable technical orders and other publications as required by the current Performance Work Statement.

 

  •  

    Acts as the technical expert and provides training and advice on all equipment and facilities.

 

  •  

    Ensures sufficient resources (fixed and mobile assets as well as employees) are available to perform each day’s mission 24 hours a day, 7 days a week.

 

  •  

    Ensures proper inventory of various fuel grades handled are available 24 hours a day, 7 days a week to prevent any disruption to base operations.

 

  •  

    Ensures accurate accounting of all fuel products and all quality checks are completed daily.

 

  •  

    Ensures all fuel is properly received, stored, rotated, sampled, and issued in a safe and timely manner.

 

  •  

    Resolve customer (internal and external) problems and complaints regarding fuel delivery.

 

  •  

    Oversees the vehicle maintenance team to perform fleet repairs, approving purchase orders, budgeting purchases and working with vendors to obtain the best available price on services and merchandise.

 

  •  

    Makes internal policy and advises Leads on all employee matters, especially when it concerns awards, shift rotation, training, and/or disciplinary matters.

 

  •  

    Oversees fuels personnel training and work schedules. Approves fuels personnel’s timesheets.

 

  •  

    Accountable for meeting safety performance standards and completing all work safely.

 

  •  

    Responsible for the timely reporting of accidents, injuries, near misses, and hazardous situations in accordance with company policy, base policy and federal environmental requirements.

 

Additional Duties:

 

  • Vehicle Control Officer: Monitors fleet in commission status and advises Fuels Manager and/or Project Manager in the event vehicle in-service rates are not maintained.

  • Flight Line Driving Program Manager: Conducts training, performs spot checks and briefs employees on FOD prevention and flight line safety.

  • Single point of contact on all Department of Transportation matters concerning the fleet and the employees’ commercial driver qualification files.

  • Designated Employer Representative (DER): Single point of contact for all matters concerning random drug and alcohol testing for employees regulated under DOT Regulations

  • Single point of contact for all projects and work orders for facilities. Works closely with Civil Engineers to maintain and modernize facilities.

 

 

Qualifications

 

 

  • U.S. Citizenship
  • High School graduate; some college preferred.
  • Have a minimum of ten (10) years experience in military and commercial petroleum storage and distribution operations, ground fuel services, fuel systems maintenance for military aircraft and ships, fuel testing, and maintenance/ repair of fuel handling equipment and facilities.
  • At least five (5) years within the last seven (7) years of supervisor or managerial experience in operations noted above with emphasis in aircraft refueling operations, inspections, environmental compliance, inventory management and equipment inspections.
  • Knowledge of governing Air Force Technical Orders, AF Instructions, Environmental Laws, and applicable Fuels Operating Instructions is a must.
  • Must be able to obtain a minimum of a Class B Commercial Drivers License with HAZMAT, air brake, and tank truck endorsements
  • Must be able to obtain a DOD security clearance. Preferential consideration will be given to individuals who currently hold a DOD Top Secret clearance.

Qualifications

 

REQUIRED SKILLS & EXPERIENCE 

• U.S. Citizenship

• High School graduate; some college preferred. 

• Knowledge of governing Air Force Technical Orders, AF Instructions, Environmental Laws, and applicable Fuels Operating Instructions is a must. 

• 15 years Fuels Management experience.

• Prefer graduate of the Air Force Petroleum Logistics Managers course. 

• Must have good oral and written communication skills as well as trouble shooting and problem solving skills.

• Must be able to obtain a minimum of a Class B Commercial Drivers License with HAZMAT, air brake, and tank truck endorsements.

• Must be able to obtain a DOD security clearance. Preferential consideration will be given to individuals who currently hold a DOD Top Secret clearance.
