Job Summary

America's Combat Logistics Support Agency

The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) agency. DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized.


Duties

As a Quality Assurance Specialist (Chemicals), you will be responsible for the following duties:

  • Performs supply chain management quality functions for DLA Energy.
  • Evaluates contractor's quality processes, procedures, and documentation for completeness, adequacy, and accuracy.
  • Performs oversight functions at assigned facilities without direct supervision and reports progress of work to respective supervisor/commander.
  • Ensures contractor conformance (through reviews, audits and other surveys) of the contractor's systems, documentation and other qualitative and quantitative evidence of quality performance in accordance with sound quality management practices, quality provisions of DLA Energy solicitations/contracts , product specifications or other contractual requirements.
  • Inspects conveyances (tankers, barges, pipeline setup, trucks, railcars, etc.) utilized for transporting petroleum, chemicals, lubricating oils, missile fuels and gases to determine their suitability for intended use.
  • Observes key operations throughout the procurement process that include manufacturing, production, processing, blending, storage, sampling, testing, shipping, loading, calibration, and documentation.
  • Analyzes solicitations, contracts and other specialized documents to implement DLA Energy Quality Assurance (QA) procedures to verify that products/services offered by the contractor comply with contractual requirements.
  • Assists in the development of, and monitors Memoranda of Understanding (MOUs), and Memoranda of Agreement (MOAs) with foreign nations, and/or foreign Contractor Owned-Contractor Operated (COCO) facilities. Reviews contingency plans and orders and prepares/provides input to quality surveillance annexes.
  • Performs ancillary functions as Property Administrator and COR at GOCO and COCO intermediate DFSPs.
  • Deploys as directed by Command or Management authority to support contingency operations either in CONUS or OCONUS either in the capacity of an LNO or as a functional SME of the DLA DCST.

Requirements:
 Ability to manage a division and its staff within the company
 Excellent written and verbal communication skills
 Basic understanding of both military and commercial fueling systems

 Travel both domestically and internationally
 Excellent understanding of the procurement process of the government
 Basic understanding of control valves and ground fueling equipment

 BS degree and/or 10+ years of experience in a fueling related environment

Hiring Specifications: The Fuels Accounting Supervisor will be responsible for the timely and accurate execution of the duties within the job description and will report directly to the General Manager. Those duties include but are not limited to the following – Maintain and oversee the day to day functions of the fuels accounting office. Ensures accuracy of receipt, inventory, and issue documents. Processes computer transactions to ensure proper billing and payment for all product receipt and issue transactions. Monitors product temperature and handling gains and losses to ensure they are within authorized tolerance. Compiles data and generates recurring reports. Monitors inventory levels to ensure adequate stocks are on-hand to support the individual inventory holder requirements. Oversees and inputs data into the Fuels Manager System to ensure accurate accountability and visibility of capabilities and support limitations. Reconciles all data bases to ensure all transactions have processed correctly. Must interact with our New York office, third party into-plane providers, the City of Atlanta Aviation Department and Finance Department ensuring compliance within our contractual obligations. The applicant must be proficient in Microsoft word, Excel & Power Point. Experience with Varec Fuels Manager software is preferred.

Requirements:

  • BS in Mechanical Engineering, Civil or Environmental Engineering
  • 7+ years’ experience with large fueling systems is critical; experience working on DoD installations highly valued.
  • Professional Engineer (PE) license required.
  • Ability to complete complex fueling system assessments/evaluations, integrity testing scoping/oversight/reporting, and potentially design work for Military customers.
  • Oversight of subcontractors performing fuel system testing, troubleshooting pipeline and storage tank issues.
  • Must have excellent written and verbal communication skills.
  • Be able to assist Project Managers and direct the efforts of Junior Staff
  • Ability to successfully manage tasks/projects to produce quality, on-time, on-budget results is critical.
  • This position also requires OSHA HAZWOPER 40 hour training (or the ability to successfully pass the training)
  • Ability to pass a medical physical (as required by the OSHA training)
