• Must have completed or be scheduled to attend the DLA-Energy Terminal Manger/Responsible Office Course and recurring training requirements IAW DLA-Energy Policy P-32.

Education and Experience

• High School diploma or equivalent
• Minimum of five-years’ experience supervising fuels and cryogenic operations

Minimum Requirements

• Possess or be able to obtain a SECRET security clearance, if required by contract
• Must be able to pass background check
• Successfully pass drug screening test
• Legal right to work in the United States
• Must be available to respond after hours as necessitated by mission requirements
• Possess an understanding of basic mathematical skills
• Ability to stand for prolonged periods of time
• Be capable of lifting up to 40 pounds
• Must be able to occasionally climb aboveground fuel storage tanks and tank trucks
• Frequent stooping, bending and walking may be required in the performance of duties

Work Environment

• Duties are performed both indoors and outdoors in all types of weather conditions, including rain, cold, snow or extreme heat

Job Requirements:

Applicants should have at least five years’ experience working in military fuels operations, at least two years’ of which will be at the management/supervision level.

Experience should cover the full range of operations conducted at Edwards AFB, including all aspects of bulk petroleum terminal operations, aircraft servicing, cryogenic operations, fuels accountability, automation equipment and initiatives, quality control, budget control and logistics planning. Ideal applicants will have successfully completed the DLA Responsible Officer/Terminal Manager Course.

The Assistant Terminal Manager (ATM) reports to the Terminal Manager and is responsible for supervising fuel and cryogenic operations. He or she manages both contractor and government furnished resources to safely execute fuels and cryogenic services. The ATM schedules employees to meet mission requirements based on projected workload factors to ensure operations are conducted in accordance with all applicable governing requirements. The ATM will be experienced in the operation of bulk storage tank farms including the receipt, storage, transfer and issue of petroleum products. The ATM will possess comprehensive knowledge on the use of mobile refueling units and installed hydrant systems to perform both cold and hot refueling operations. The ATM monitors fuel servicing operations, corrects deficiencies and terminates any unsafe operations. The ATM ensures daily inspections are conducted on facilities, equipment and vehicles. He or she will be knowledgeable on receiving, storing, issuing and sampling cryogenic products. The ATM may also hold collateral duties as Compliance Inspector, Safety Monitor, Environmental Manager and/or Training Supervisor unless prohibited by collective bargaining agreements. Finally, the ATM performs additional duties as assigned by the Terminal Manager.

Primary Duties and Responsibilities

• Validates PWS tasks are conducted safely and maintains a safe work environment
• Collaborates with Fuel Service Center on workload and coordinates changes in workflow
• Trains operators on parking ramps, runway crossings, taxiways and control tower signals
• Conducts on-the-job training for operators and updates training records
• Facilitates flight line driving and licensing program
• Manages consolidated tool kit program
• Oversees organizational tank management program
• Maintains strict compliance with environmental protection, spill prevention and response
• Establishes training programs and ensures personnel are qualified to perform duties
• Fulfills Terminal Manager duties and responsibilities during incumbent’s absence
